Iran’s Outreach to America

The Iranian President Hassan Rouhani’s moderate messages regarding the nuclear crisis and resolution of the Syrian issue created an optimistic atmosphere in Washington. The Iranian Supreme leader Khamenei seems to have vetoed a possible meeting, even a brief one, between the two leaders at the United Nations (UN) General Assembly meeting. It is indisputable that the Supreme Leader is the final authority in the country over both the nuclear issue and Syria; however, Khamenei’s signals that he might soften his position on the nuclear issue seem to have raised the expectations.

Following the announcement that Obama and Rouhani exchanged letters, Rouhani called for dialogue with the US in his op-ed published in Washington Post. Iran seems willing to pursue a new opening in the upcoming period to reduce international pressure and relieve sanctions. In his article, Rouhani virtually said everything that the Obama administration would have liked to hear and reiterated that Iran is absolutely not in pursuit of nuclear weapons. Iranian experts and the administration are cautious to avoid raising expectations. Nevertheless, it is significant that Rouhani, who kept giving positive messages prior to the UNGA, appears to have Khamenei’s support.

In 2008, Obama won the presidency with an anti-war election platform and announced that he would hold talks with Iran without preconditions. Khamenei revealed Obama’s secret letter following his presidential victory, arguing that Iran would judge the US by its actions not words. The Obama administration and especially the foreign policy hawks considered Khamenei’s move an unacceptable humiliation. The incident dashed the hopes of a diplomatic opening between the two countries, followed by the violent suppression of the Iranian Green Movement in the wake of Mahmoud Ahmadinejad’s reelection in 2009. Washington hawks criticized the Obama administration for not supporting the Iranian opposition and, more importantly, this created yet another serious obstacle to direct negotiations with Iran.

When Iran was not fully transparent with the International Atomic Energy Agency (IAEA) and failed to address the concerns of the international community about its nuclear program, the Obama administration decided to impose sanctions on Iran. In May 2010, Iran signed an agreement – brokered by Turkey and Brazil –accepting, for the first time, restrictions over its nuclear program. However, the Obama administration rejected the Tehran Declaration on the grounds that it was problematic in terms of timing and content. The agreement could have served as a first step in resolving Iran’s nuclear issue but it proved to be yet another missed opportunity.

When the US bilateral sanctions were combined with the international sanctions that the US convinced Russia and China to impose, Iran’s economy severely deteriorated. While struggling with high inflation and economic instability at home, Iran continued to financially support the Assad regime in Syria and challenge the US in the region. Iran’s support for Assad also led to the souring of relations with Turkey. It seems inevitable that Iran under the leadership of Rouhani will adopt a different foreign policy. It is quite natural that Rouhani – known for his close relationship with Rafsanjani – should adopt a more pragmatic and conciliatory foreign policy in order to give the Iranian economy a break.

The fact that Obama wants to avoid any serious costs in the Middle East and stay clear of military intervention in Iran or Syria indicates that Rouhani’s recent calls for dialogue might be heeded. When diplomacy has setbacks, hawks on both sides will likely make things difficult for the two administrations. Thus, we should avoid being overly optimistic but if Iran distances itself from a foreign policy based primarily on challenging the US, this could help the region stay away from sectarian polarization and conflict.

Inviting Iran to the Geneva II talks may serve as a positive dynamic towards the resolution of the Syrian issue. Of course, it would be a mistake to expect Iran to give up its strategic goals in Syria. Iran will not take a serious step back after having invested so much in the Assad regime; however, Assad’s use of chemical weapons made both Iran and Russia uncomfortable. Estimates suggest that Iran gives about half a billion dollars a month in financial aid to the Syrian regime. The fact that Iran shoulders such a heavy burden while its economy is in a dire situation may mean that Iran will not support the Assad regime at any cost. The Syrian regime’s use of chemical weapons in particular reminds Iranians of Saddam Hussein’s use of chemical weapons against Iran. Furthermore, the potential for the use of chemical weapons to invite a new US military intervention in the region disturbs Iran. Therefore, it is not necessarily easy for Iran to reconcile its regional strategic goals with what the Assad regime has been doing.

It would be for the benefit of the region for Iran to adopt a more constructive foreign policy in the upcoming period. Preventing further deepening of the civil war in Syria and lessening the sectarian polarization – even if to a limited extent – can only be possible with a constructive Iranian approach. When it comes to Turkish foreign policy, it is important that Turkey and Iran – despite all their differences –be able to discuss openly and cooperate on many issues, including the Syrian crisis. If Iran under Rouhani’s leadership adopts a foreign policy based on less defiance and more cooperation, it can contribute to Turkey’s regional vision that prioritizes stability and peace.

US and Turkey Diverge on Syria

The US and Turkey have yet to develop a plan to deal with the monumental challenges the Syrian conflict poses to their interests. Finding common ground among regional and global stakeholders in Syria has already proven to be a challenging endeavor. While broad international consensus against the use of chemical weapons might have provided grounds for robust international action, the US reluctance to get involved in Syria resulted in a scaled back approach. In the wake of Syria’s violation of President Obama’s so-called “red line” on the chemical weapons use, Turkey declared its readiness to join a military operation against the regime with the goal of ending Assad’s rule and establishing a transitional government. The US administration’s preference for a deal with Russian to eliminate Syria’s chemical weapons highlights the lack of policy synchronization between the US and Turkey on Syria. The removal of chemical weapons is a critical yet only one component of a much larger and increasingly more complex set of problems created by the conflict. It is crucial for the US and Turkey to work out their differences if they are to contribute to a mutually beneficial resolution of the Syrian conflict.

US-Turkey Relations in the AK Party Decade (Policy Brief)

Today, a new Turkey as a regional power is faced with a new US effort to reconsider its role in the region and around the globe. Turkey’s relations with the United States over the last decade witnessed wild swings and shifts. Turkey’s past decade under the AK Party coincided with the US invasion of Iraq, the financial meltdown in the US (which transformed into a global economic crisis) as well as a relative decline of the US stature in the world. This period also overlapped with dramatic changes in the Middle East, as the ousting of longstanding authoritarian leaders led to the emergence of a generation of new leaders across the Arab world. Today, a new Turkey as a regional power is faced with a new US effort to reconsider its role in the region and around the globe. In this analysis, our goal is to take a broad view of the AK Party decade in US-Turkey relations and contribute to the debates on the future of the relationship and its potential implications for the region.

US-Turkey Relations: Arab Spring and the Search for Model Partnership

US-Turkey relations in 2011 were in stark contrast to the “troubled” year of 2010. Policy debates in 2010 focused on the political and diplomatic fallout from the Mavi Marmara incident and Turkey’s “No” vote against the UN Security Council resolution on Iran. Policymakers in Washington called into question Turkey’s foreign policy direction and the intentions of its leadership. Extrication of the Turkish-Israeli relationship from the US-Turkey relationship represented a structural change. As the two sides were seeking ways to adjust to the new reality, the historic transformations sweeping the Middle East in 2011 created a new dynamic in the bilateral relationship. Creation of a special personal rapport between President Obama and Prime Minister Erdoğan was critical for the leadership on both sides to recognize once again that their countries’ relationship needed strengthening. Notwithstanding the differences on a variety of issues, the move toward forging a “model partnership” has begun.
